Way back in 1947-48, I took a ninth-grade civics class. One of the things I learned was that there are three branches of government: executive, legislative and judicial.

The executive branch consists of the president, who leads the country. The legislative branch consists of the House of Representatives and Senate, which pass the laws. And the judicial branch consists of the court system and police officers, who enforce those laws.

When was this changed to having a football coach responsible for enforcing the law?
