A 31-year-old man was arraigned and released on bail after he was charged with simple assault and harassment after an incident in Philipsburg on Oct. 15, according to state police.

Police said Michael Todd Dulap punched and slapped a 36-year-old woman in the face, during a fight at a borough residence, giving her a black eye.

Dunlap was released on $5,000 unsecured bail, and ordered not to have any contact with the woman. His preliminary hearing is set for Wednesday.
