Marion Township man facing attempted child rape charges in Clinton County

A Marion Township man is accused of trying to have sex with a 12-year-girl in Lock Haven over the summer, police in Clinton County announced Friday.

Joseph Emel Jr., 18, of 4255 Jacksonville Road, Howard, was arrested Thursday and arraigned on felony counts of attempted rape and related charges. Emel is being held in the Clinton County Correctional Facility on $250,000 straight bail.

Lock Haven Police Chief Skip Hocker said that the alleged incident happened in July in the Williamson Heights section of the city. Hocker said Emel knew the alleged victim.

The criminal complaint against Emel, which contains the affidavit of probable cause, has been sealed because the alleged victim is a child, and no further information was available Friday.

Lock Haven lawyer David Lindsay has been appointed as Emel’s public defender. Lindsay had not seen the complaint Friday and could not comment on the charges.

Hocker said Emel’s next court date is Tuesday morning for a reading of the charges in Clinton County court.

Emel faces felonies of attempted rape, attempted sexual assault, aggravated indecent assault of a child, indecent assault and corruption of minors.
