Question: Zoning regulations vary between municipalities. Do you believe there should be changes to the zoning regulations in Bellefonte borough? If so, what changes would you recommend?

Occupation: Care for People Plus, director of services and public relations

Qualifications: Served on church council; confirmation guide and Sunday school teacher.

Answer to question: The zoning regulations adopted by the Bellefonte Borough Council on Nov. 19, 2007, were developed in accordance with the International Zoning Code. I believe the regulations, as adopted, adequately serve the citizens of Bellefonte. The Abandoned and Blighted Property Conservatorship Act was added Nov. 26, 2009. The Conservatorship Act was recently used to clear the disputed Garman property from debt. The purpose of the act is preservation. The conservators had no intention of preserving the building. The regulations are in place. My recommendation would be to properly enforce the regulations and do what is best for Bellefonte.

Qualifications: I have served on the Bellefonte Borough Housing Authority Board for the past 23 years to present and on the Bellefonte Borough Planning Commission since 2009 to present. I have served as an officer of various Jaycee offices on a volunteer level, such as chapter president of the Bellefonte Area Jaycees and state president of the Pennsylvania Jaycees. I believe my volunteer experience, and my experience of over 30 years in building maintenance, overseeing and planning various aspects of building and maintenance projects, leading and working with a variety of trades and management of staff provides me with the qualifications to successfully serve as a council member for Bellefonte borough citizens.

Answer to question: Zoning regulations are needed to provide guidance, continuity and safety for each municipality. I am not an expert on zoning; I do believe their purposes are important and that regulations should be reviewed from time to time to determine if their implementation is meeting the needs, expectations and purposes they were put in place to support. That process as well as any recommendations to change a regulation should be the responsibility of the zoning office. It would be my job as a Borough Council member to place my vote to support or not support a change to an existing regulation based on the information and community feedback concerning the issue.

Answer to question: A zoning ordinance is not a static document and should be amended in response to changes in a municipality’s long-term plan. No specific changes in Bellefonte borough’s zoning ordinance are warranted at this time, in my opinion.
