Thumbs up: To District Judge Leslie Dutchcot, who refused to lower the $50,000 bail for Tanysha Johnson, of Johnstown, who was charged in Centre County with possession of heroin and intent to deliver. Police said they found 3,000 bags of heroin in a car pulled over Saturday.

Thumbs down: To Penn State, which would increase tuition by 1 percent even if the state increases funding by 5 percent. President Rodney Erickson said flat state funding would mean a 3 percent tuition increase. We think Penn State’s students have been gouged enough.

Thumbs up: To local taverns and beer distributors forgoing alcohol sales this weekend to help reduce the potential negative impact of State Patty’s Day. Of course, they are being compensated by Penn State. And we do not support some establishments negotiating rates.
