    Despite the frigid temperatures in Kansas City, Charging Eagle, who says he is from South Dakota, sleeps out in the open along Interstate 70 on the north side of the downtown loop. He and a buddy build small fires and sleep protected from the cold by only blankets, sleeping bags and an occasional tarp.
