Though bidding on the next phase of the Temple Court project has been delayed for a week, the project is expected to stay on schedule.
Bidding that had been slated to open Tuesday will be pushed to Dec. 9, said Denise Elbell, financial management director for Centre County.
“Basically, we had to revise a couple of the drawings,” she said Tuesday at the Centre County commissioners meeting, “so the architect requested that they be one week late.”
Whether these revisions will increase costs is still unknown, Board of Commissioners Vice Chairman Chris Exarchos said. Until the bids come in, he said, there is no comparison.
“They want to get everything in now so people can give us a good bid, instead of making changes later which would add some costs,” he said.
A one-week delay shouldn’t alter the schedule, he said. At this time of the year, construction is at the mercy of the weather and holidays.
Chairman Steve Dershem said construction is still required to be off the neighboring property soon. An agreement between the county and neighboring developer Ara Kervandjian says that phase one of the Temple Court project must be completed by the end of December so Kervandjian can begin to develop his own property on the former sites of the Garman Theatre and Hotel Do De, both torn down after being damaged by a 2012 fire.
Kervandjian and his company, Progress Development Group, plan to redevelop the lot and the Cadillac Building to create 32 units of workforce housing apartments.
Once the Temple Court project is completed, the county probation department will occupy the first and second floors of the building, while the District Attorney’s Offices will take up the third and fourth floors, according to the 2015 Centre County budget.
Afterward, according to the budget, the fourth floor of the Centre County Courthouse will be renovated into a new courtroom and judge’s chambers. No plans, however, exist to bring a new judge into the county, the board said.
A magisterial judge, such as District Judge Kelley Gillette-Walker, who serves the Bellefonte area, could move into the space at some point, Commissioner Michael Pipe said. This would eliminate the need to rent space for that judge’s existing office.
Out-of-county judges also visit the courthouse for various cases, Exarchos said, giving them a space for official business.
