Hat's off to state Sen. Jeff Piccola, a Harrisburg-area Republican, for what might be a winning plan to expand grants to college students.
He'd largely end state tax breaks for the film industry and earmark the money for college students who need it.

Interesting idea, and it's high time that tax breaks aren't offered to the film industry for the privilege of working in Pennsylvania.
This state's elected officials have to think out of the box in these tough times, and Piccola's plan makes sense to me from here.
It will be interesting to see what happens to it in Harrisburg.
