Northbound Share-the-Road move slated for S. Sparks Street

STATE COLLEGE — Borough Council voted last night to implement a bike lane along South Sparks Street that won't impact parking.
In a 4-3 decision, council decided to put a northbound Share-the-Road lane along South Sparks Street from West Campus to Westerly Parkway.
Between Westerly Parkway and Prospect Avenue — already a no-parking zone — the borough will designate a northbound bike climbing lane.
A hearing was held on April 6 about the proposal, where several community members voiced concern over elimination of parking spots.
The new proposal won’t eliminate parking spots, said borough Manager Tom Fountaine.
Councilwoman Silvi Lawrence said she thinks the signs and street markings will “pollute the street.”
In other business, the council voted to waive the borough’s noise ordinance between 5 and 10 p.m. and allow the first Wallypalooza, a concert on the HUB lawn organized by the University Park Undergraduate Association.
The concert, spearheaded and named after UPUA representative Mike Wallace, will feature headliner Asher Roth, singer of “I Love College. It begins at 6 p.m. April 30.”
Other performers include Cory Gunz, Scarecrow Collection and DJ Super Nova. About 17 members of UPUA attended the meeting last night.
“We’re promoting alternative programming for students,” Wallace said. “It’s a good way of celebrating a good year at Penn State.”
Police Chief Tom King said that if Wallypalooza generates complaints, borough police will work with the Penn State police to control the noise.
He added the police received only three complaints this year about the annual Movin’ On concert, which was held April 4 on the HUB lawn.
Councilwoman Theresa Lafer, who lives near campus, said she had “absolutely no problem” with the concert.
“I kinda like it,” Lafer said. “I can just turn off my TV and radio and just listen.”
