Foster child sexually assaulted by guardian, police say

Charges have been brought against a former foster parent who allegedly sexually assaulted a child in their care.

The charges were filed more than two years after an alleged incident in the man’s home.

State police at Lewistown were contacted by Juniata County Children and Youth Services staff on Jan. 2. Troopers interviewed a child three days later about an alleged sexual assault that occurred between Thanksgiving and Christmas of 2015.

The child told troopers that Douglas Lee Chubb, 50, of Monroe Township, approached him around midnight when he was supposed to be in bed. Chubb sat on the edge of the bed and allegedly made the child lay on his stomach.

Chubb forced the child to participate in at least five sexual acts, according to an affidavit. The details of the alleged sexual assault are too graphic in nature to detail.

“I teared up when he was doing it,” the child told troopers. The child also said he felt “confused, guilty and didn’t know” what he did.

Troopers interviewed Chubb on Jan. 17. Chubb sighed when he heard the allegations made against him, put his head down and folded his hands. He did not deny the allegations, according to an affidavit.

Chubb was charged with felony statutory sexual assault of a child more than 11 years old, involuntary deviate sexual intercourse, felony unlawful contact with a minor, felony aggravated indecent assault, felony corruption of a minor and misdemeanor indecent assault.
