Four Mifflin County residents have been charged with animal cruelty for their roles in dropping several small puppies 25 feet from a stone bridge to the water below.
Police said Cody Ritter, 22, of Lewistown, and Dustin Fetters, 20, of Burnham, were repeatedly dropping the German shepherd mix puppies from the Stone Arch Bridge in Lewistown.
A witness reported the puppies were crying as they were dropped from the top of the bridge, roughly a 25 foot drop.
Karissa Walters, 23, and Shawnee Strawser, 20, both of Lewistown, own the dogs and were allowing Ritter and Fetters to abuse the animals, police said.

The dogs were taken away from the pair by animal rescue workers, police said.
