You might find it easy to blame one side or another, or one governor or legislator, but the blame for Harrisburg's latest budget standoff should be spread around.
That's my view, as written in today's column, which includes some ideas for how to reform the process.
It will take some new legislators and some strong will to buck the tide and rip into the Harrisburg culture. Because we're never going to make progress in Pennsylvania otherwise.
