Our View | Thumbs up, thumbs down for Friday

Thumbs up: To a U-turn PennDOT appears to be taking in its plan for access to Julian from U.S. Route 220. A previous plan would have cut through a homeowner’s lot. But residents voiced their concerns and PennDOT seems to have listened.

Thumbs down: To whoever started a fire in a storage shed at the Alpha Gamma Rho fraternity house early Friday. Police have called the blaze “suspicious” and are seeking information after a witness said three men were seen in the vicinity. Know something? Call 234-7150.

Thumbs up: To Penn State having received a “positive outlook” rating from Moody’s Investors Service. That’s up from its earlier “stable outlook” rating. Moody’s cited the university’s “rapid and effectively executed improvements ... over the past year.”
