Check out what local government boards in Centre County have planned March 13-16

School boards, borough councils, township supervisors and planning commissions are scheduled to meet across Centre County this week, where officials will discuss and take action on items that could have a direct impact on residents.

It can be hard to know when certain boards meet and to understand what action the members may or may not take. The Pennsylvania Sunshine Act requires local governments to post an agenda, which should include a list of each item of business that will be — or may be — the subject of deliberation or action during the meeting, at the location of the meeting and at the office of the agency. If they have a publicly accessible website, the agenda also has to be posted there, 24 hours ahead of the meeting.

Here’s a look at which local government entities and school boards will meet between March 13-16 based on information available via legal advertisements and on the respective municipality’s or school’s website. This list may be updated as more meeting agendas and schedules become available.

March 13, second Monday

The Centre County Housing Authority board of directors will meet at noon March 13 at Crestside Terrace, 602 E. Howard St., Bellefonte and via Zoom.

Board members are Samuel McGinley, George Khoury, Susan F. Smith, Pat Long, Darlene Hoy, Rhonda K. Johannesen and Elizabeth Siegelman. The housing authority can be contacted at 814-355-6750.

The State College Borough Council will meet for a work session at noon March 13 at the State College Municipal Building, 243 S. Allen Street, State College, and via Zoom, us02web.zoom.us/webinar/register/WN_Xpc1rTZpQfSqqP02U042kg.

The council will review, discuss or hear presentations on the Community Oversight Board annual report, the process of filing a discrimination complaint in Pennsylvania, the Board of Health’s 2022 activities and 2023 proposed work plan, and an update on the Calder Way and Allen Street projects, which include replacement of aging infrastructure, relocation of overhead power and telecommunication wires, and accessibility improvements.

The borough council is Jesse L. Barlow, Deanna M. Behring, Janet P. Engeman, Gopal Balachandran, Peter S. Marshall, Nalini Krishnankutty and Divine Lipscomb, and the mayor is Ezra Nanes. The Patton Township Planning Commission typically meets on the second Monday of the month and will meet at 4:30 p.m. March 13 in the township building meeting room, 100 Patton Plaza, State College, and via Zoom.

The agenda and Zoom link are available online, twp.patton.pa.us/AgendaCenter/Planning-Commission-6. The commission will review a land development plan for “Brynwood Phase 4A, mass grading,” submitted by Keller Engineers. The plan proposes “19.91 acres of disturbance to distribute cut material from the construction of Grays Pointe Phase 7A,” according to the agenda.

The Ferguson Township Planning Commission typically meets on the second and fourth Mondays of the month, and will meet at 6 p.m. March 13 in the main meeting room at the Ferguson Township building at 3147 Research Drive, State College, and via Zoom.

The agenda and Zoom link are available online, www.twp.ferguson.pa.us/node/313/agenda. According to the agenda, the commission will review a modification/waiver request from PGH Real Estate Holdings, LLC. The applicant is requesting a modification from providing the required amount of plantings in the buffer yard under the ordinance, as the lot is small in size with overhead utilities that the applicant claims is not conducive to successful plantings, the agenda states.

The Milesburg Borough Council typically meets the second Monday of the month and will meet at 6:30 p.m. March 13 at the borough building, 416 Front St., Bellefonte.

Agendas are posted online, milesburgboro.com. The agenda states the council will review and potentially take action on tree roots in sidewalks on Turnpike Street and Bobcat dozer blade.

Council members are Fred Kellerman, Plummer Davidson, Paul Bartley, Ethel Kellerman, Sandra Dieterle, George Holt and Greg Ritter, and the mayor is Brandon Schadle. The Haines-Woodward Municipal Authority typically meets the second Monday of the month and will meet at 7 p.m March 13 at the Trinity Woodward United Methodist Church, 224 Trinity Lane, Woodward.

The Taylor Township Supervisors typically meet the second Monday of the month and will meet at 7 p.m. March 13 at the Fowler Grove Community Center, 11246 S. Eagle Valley Road.

The township does not have a website but the agenda is posted at the community center 24 hours in advance.

Supervisors are Leonard Ellenberger, Timothy Reese and Christopher Shuey. Residents can contact the township at 814-692-8505 or taylortwp@gmail.com.

The Harris Township Supervisors typically meet the second Monday of the month and as needed on the fourth Monday of the month. The board will meet at 7:30 p.m. March 13 in the township meeting room, 224 E. Main St., Boalsburg.

The board will review and potentially take action on the municipal parking lot project, amending the township’s fee schedule, adopting a cable franchise agreement with Shenandoah Cable Television (a public hearing on this item will be held at the beginning of the meeting), Route 45 traffic concerns and the township manager’s resignation.

The Howard Borough Council typically meets the second Monday of the month and will meet at 7:30 p.m. March 13 at the borough hall, 146 Black St., Howard.

Council members are Philip Winchell, Andrew Kotzur, Donna Benner, Diane Goodyear, Jeff Snyder, Lydia Watters and John Gribble, and the mayor is Robert Yearick. Residents can contact the borough at 814-625-2853 or howardborough@verizon.net.

The State College Area School District board will meet at 7 p.m. March 13 in the Panorama Village Administration Building, 240 Villa Crest Drive, State College.

March 14, second Tuesday

The Centre County Commissioners typically meet each Tuesday and will meet at 10 a.m. March 14 in room 146 of the Willowbank Building, 420 Holmes St., Bellefonte. It will be livestreamed on CNET’s Youtube channel.

The board will also meet for a work session at 11:30 a.m. in the same room to discuss American Rescue Plan Act funds.

The Rush Township Supervisors typically meet the second Tuesday of the month and will meet at 4 p.m. March 14 at the township building, 150 N. Richard St., Philipsburg.

The Millheim Borough Council typically meets the second Tuesday of the month and will meet at 7 p.m. March 14.

Council members are Nickelaus Engle, Cecilia Gallup, Katie Blume, Beth Cowher and Robert Zeigler, and the mayor is Stephen Myers. The Potter Township Planning Commission typically meets the second and fourth Tuesday of the month and will meet at 7 p.m. March 14 at the township building, 124 Short Road, Spring Mills.

The Snow Shoe Borough Council typically meets the second Tuesday of each month and will meet at 7 p.m. March 14 at the borough building, 106 Railroad St., Snow Shoe.

The borough does not have a website but does have a Facebook page, www.facebook.com/snowshoeborough. Residents can contact the borough at snowshoeboro@gmail.com.

March 15, third Wednesday

The University Area Joint Authority (the municipal authority providing wastewater treatment to the State College and the Centre Region) typically meets on the third Wednesday of the month, and will meet at 4 p.m. March 15 at the UAJA office, 1576 Spring Valley Road, State College.

The board is David Lapinski, David Derr, Walter Ebaugh, Matt Auman, Jerrfrey Nucciarone, Mark Kunkle, Daniel Guss, Thomas Draubert, Wesley Glebe and Larry Miles. Residents can contact the authority at 814-238-5361.

The Penns Valley Area School District board will meet at 6 p.m. March 15 at the Penns Valley Elementary/Intermediate school, 4528 Penns Valley Road, Spring Mills and via Zoom. The Zoom link is available in the agenda.

The Haines-Aaronsburg Municipal Authority typically meets the third Wednesday of the month and will meet at 7 p.m. March 15 at the Haines Township building, 153 S. Rachels Way, Aaronsburg.

Ferguson Township will hold a special meeting, “Terraced Streetscape Zoning Ordinance Rewrite Public Input Session” at 6 p.m. March 15 at the municipal building, 3147 Research Drive, State College, and via Zoom, us02web.zoom.us/j/88069805109.

Topics of discussion will include a report provided by the Township’s Consultant, Mackin Engineering, on public input heard thus far during the project. Residents can contact the township at 814-238-4651.

The Port Matilda Borough Council will hold a public hearing at 7 p.m. March 15 at the Port Matilda Fire Hall, 101 E. Plank Road, Port Matilda. The council will receive comments and recommendations from interested individuals concerning the request of Lykens988 LLC, for the passage of a resolution approving the transfer of Pennsylvania Restaurant Liquor License No. R-16982 from Potter Township to the Borough of Port Matilda. Following the public hearing, the council will consider adoption of a resolution approving the transfer.

March 16, third Thursday

The Centre County Commissioners and Salary Board will meet at 10 a.m. March 16 in room 146 of the Willowbank Building, 420 Holmes St., Bellefonte.

The commissioners are Mark Higgins, Amber Concepcion and Steve Dershem. The salary board includes the county controller, Jason Moser. Residents can contact the county at 814-355-6700 or the board at mark@centrecountypa.gov, aConcepcion@centrecountypa.gov and sdershem@centrecountypa.gov.

The Centre County Board of Elections will meet at 2 p.m. March 16 in room 146 of the Willowbank Building, 420 Holmes St., Bellefonte.

The board — Dershem, Higgins and Concepcion — will meet for the casting of lots for ballot positions of candidates.

The State College Borough Water Authority will meet at 4 p.m. March 16 at the authority’s office, 1201 W. Branch Road, State College.

Agendas are available online, www.scbwa.org/sites/default/files/2023-03/agenda3_2023.pdf. The board will discuss and potentially take action on water connection applications, sale of a generator, awarding a bid contract and will hear a presentation on sinkhole characteristics.

The Haines Township Supervisors typically meet the third Thursday of the month and will meet at 6:30 p.m. March 16 at the Haines Township building, 153 S. Rachels Way, Aaronsburg.

The College Township Council typically meets the first and third Thursday of the month, and will meet at 7 p.m. March 16 in the council room on the second floor of the township building, 1481 E. College Ave., State College, and via Zoom. The council meetings are live streamed on C-NET’s YouTube channel, www.youtube.com/@CNetCentreCounty, and a recording will be available on C-NET’s website, www.cnet1.org.

The board will discuss and potentially take action on Spin E-Bike service area expansion, an HVAC software replacement request and a DCNR grant for Spring Creek Park, and discuss the township financial report and a Shentel Cable franchise agreement.
