After asking for community input, the Bald Eagle Area School District board of directors unanimously appointed an interim superintendent with more than 30 years of experience in public education.

Joseph Clapper will serve as BEA interim superintendent at a rate of $550 per day. Effective March 1, his contract will run through June 30, or until the district hires a new superintendent. Clapper supersedes Jeff Miles — who served as BEA superintendent since 2013.

He served as superintendent of Quaker Valley School District for 10 years before being hired as assistant executive director of the Pennsylvania Principals Association in 2014. He also has experience as a high school and elementary school principal, assistant principal, supervisor of instruction, elementary teacher and as a secondary English and reading teacher.

A Shippensburg University alumnus, Clapper earned his doctorate in curriculum and instruction at Penn State where he served as an undergraduate professor at University Park and as an adjunct graduate professor at the school’s Beaver campus.

As Clapper makes the transition into his role at BEA, the Bellefonte Area School District is coming to a close on its superintendent application process, following last month’s announcement of Michelle Saylor’s retirement.

The application deadline is Friday. According to Jon Guizar, school board president, the district has received nine applications.

“Once the application deadline passes, the board will begin scoring each application packet using a rubric developed from a list of qualifications and qualities that were submitted earlier by parents, community members, students, staff, administration and the board members,” Guizar wrote in his report for Tuesday’s board meeting. “The board will then meet to review the results and select candidates that will move forward in the process.”

Saylor’s retirement will be effective July 1.
