A small township in Centre County and one of its snowplow operators were sued Monday over a crash that a Philadelphia man alleges left him with facial, neck and back injuries and the loss of several teeth.

The lawsuit alleges Huston Township snowplow driver Charles T. Donley, 70, failed to yield in January 2025 while attempting to cross South Eagle Valley Road from Beaver Road.

Steven Shustack, 26, alleges in the lawsuit that he was unable to avoid the collision and struck the passenger side of the snowplow. He also alleges he suffered lacerations to his face and jaw, required surgery and had a metal plate implanted.

Donley was cited by state police at Rockview for operating a commercial motor vehicle without a commercial driver’s license and pleaded guilty in March 2025, paying about $670 in a fine and costs. According to the citation, Donley told a trooper that the township informed him he did not need a CDL.

Shustack was cited for driving at an unsafe speed and not properly wearing a seat belt. He pleaded guilty in August and paid about $370 in fines and costs.

Shustack alleges he has incurred more than $92,000 in medical expenses and lost wages. The lawsuit includes three counts of negligence against the township and Donley.

A message left Tuesday morning with the township’s solicitor was not immediately returned.
