Hourslong Philipsburg standoff leads to heavy police presence, road closures

A standoff with police started early Wednesday afternoon and lasted more than 10 hours, with dozens of law enforcement officers attempting to get a Philipsburg man to leave his apartment.

Ian M. Stephenson, 54, refused to come to the door or exit his apartment along North Second Street, state police at Rockview wrote in a search warrant obtained by the Centre Daily Times.

Troopers arrived about 12:30 p.m. Wednesday to serve a search warrant on sex abuse charges, according to a court document, and were still working to reach Stephenson as of 10:30 p.m. According to a social media post from Hope Fire Company, fire units cleared the scene by 12:45 a.m. Thursday and roadways were reopened.

The landlord arrived shortly after police in the afternoon and attempted to open the door, but a trooper quoted Stephenson as saying “don’t come in I’m armed.”

Attempts to reach Stephenson on scene and via text message were unsuccessful, police wrote. Troopers said Stephenson told them he is “not coming out.”

As the evening crept on, police played a voicemail from Stephenson’s sister, deployed flash bangs and broke Stephenson’s window to pressure him out of his home.

He is facing a misdemeanor count of obstructing law enforcement.

East Presqueisle Street was closed between Front Street and Centre Street, and Second Street was closed between Beaver Street and Pine Street, Hope Fire Co. said in a Facebook post. Emergency service vehicles assisted fire police near the intersection of East Presqueisle Street and North Second Street. With Philipsburg-Osceola Area School District buses unable to access the area, the district told residents to pick their children up in the afternoon.
