3-story, 40-unit affordable senior housing apartment building planned for College Township

A new senior housing apartment building is moving forward in College Township, with the planning commission recommending approval for a land development plan for the three-story, 40-unit building on Tuesday.

Evergreen Heights is proposed for a currently vacant property at the northwest intersection of Trout Road and Pleasant Pointe Drive. Proposed by Trout Road Partners II, it is a Pennsylvania Housing and Finance Authority Tax Credit development and all units will be workforce housing units.

The owner will be required to maintain affordability of the units based on an agreement with the township, which includes that the units must remain affordable for at least 30 years from the date of initial occupancy of a workforce housing unit.

The rental prices must be affordable to households that earn 65% or less of the area median income. Affordability means monthly housing expenses shouldn’t exceed 30% of the household gross monthly income, based on household size.

A large gazebo, community garden and benches are included in the plan, Chad Stafford, of Penn Terra Engineering, the engineering firm doing the project, said during Tuesday’s meeting.

A five-feet wide sidewalk will be constructed along the property along Trout Road, with more than 430 liner feet of public sidewalk and about 400 linear feet of internal development sidewalk, the plan narrative states. An already developed, 10 feet wide paved pedestrian path along Pleasant Pointe Drive will remain, it states.

According to the plan narrative, the development includes two infiltration basins and one storm water basin.

With the recommendation for approval of the preliminary/final land development, the College Township Council will vote on it during an upcoming meeting.
