Early plans show Rutter’s, Dollar General opening new locations in Happy Valley. Here’s where

Dollar General and Rutter’s are both planning to open new locations in the State College area.

Rutter’s, a convenience store and gas station, is planning to open its second Centre County location along Blue Course Drive, at the intersection of West College Avenue Old Block Road. It’s located near the Waffle Shop West in Ferguson Township.

During its Monday meeting, the Ferguson Township planning commission unanimously approved a preliminary subdivision plan that subdivides an existing tax parcel owned by John Imbt into one commercial lot and one stormwater management lot. Rutter’s hasn’t submitted a land development plan yet, as they first needed the subdivision.

“We’re not into land development yet, but we hope to be soon,” Tim Bieber, site development and project manager for Rutter’s, said Monday.

Kristina Aneckstein, community planner for Ferguson, said the existing lot is 9.2 acres and sidewalks will be added along Blue Course Drive and West College Avenue, which will tie into the existing sidewalks near the property.

Rutter’s has one other location in Centre County at Rishel Hill Road, Bellefonte, off of the Benner Pike.

Also in Ferguson Township, Dollar General has plans to open a new store along West College Avenue.

“At this time, we are currently finalizing our due diligence phase for a new Dollar General in State College, PA that would be located along West College Avenue,” a spokesperson from Dollar General wrote in an email.

Jenna Wargo, Ferguson’s director of planning and zoning, said the township has a sign application for in-house review for a Dollar General to be located in one of the storefronts of the Orchard Square Land Development.

In April, township supervisors approved final plans for Orchard Square, a 19,856 square foot commercial shopping center. The plans showed three stores and 100 parking spaces.

The area has been busy with developments. Last fall, a Sheetz opened on Whitehall Road and a 36-unit housing development, Orchard View, is currently under construction on Apple View Drive off of West College Avenue.
