Penn State music festival expected to cause traffic delays, road closures. What to know

Penn State’s annual student-run music festival is set to begin Friday afternoon at the Park Avenue IM Fields on campus — and the university is again reminding the community to be aware of traffic delays and road closures for the single-day event.

Movin’ On, one of the nation’s largest student-run festivals, will open its gates at 3:30 p.m. and is scheduled to end around 10:30 p.m. Portions of several roads will be completely closed:

  • Park Avenue — between Bigler Road and University Drive — will be closed from 5:30 p.m. Friday until all pedestrians have crossed the street at the end of the event.
  • University Drive — between Park Avenue and Services Road — will be closed from 5:30 p.m. Friday until all pedestrians have crossed the street at the end of the event.
  • Services Road — between Big Hollow Road and University Drive — will be closed from 7 a.m. Thursday until 8 a.m. Saturday. (Access to the Orange parking area near Procurement Services will only be available from the entrance on Big Hollow Road.)

Attendees are encouraged to cross Park Avenue using the crosswalks at University Drive and Bigler Avenue, so “heavy traffic” and “traffic delays” are both expected. Those roads will not be closed until two hours after the gates open.

The Campus Shuttle via Beaver Avenue will end service at 5 p.m. Friday, and the shuttle via College Avenue will end service at 5:30 p.m.

The free student-focused event, which also welcomes alumni, will feature five musical acts — including headliner JID, a Grammy-nominated rapper; pop rock band COIN; alt-rock band Neon Trees; alt/indie artist UPSAHL; and Movin’ On 2023 Battle winner Mellow Honey, which plays psychedelic/indie rock. The acts were announced earlier this month.

Festival attendees can park at Stadium West with a parking permit, or for $10 without a permit, but must be gone by 2 a.m. Or they can park at East Deck for $1 hour ($16 daily maximum) — parking permits will be valid after 4 p.m. Friday — and can park overnight there.

According to the university, parking is prohibited at all parking lots north of Park Avenue near the IM Fields.
