The Penn State fall semester is right around the corner and the State College Borough is implementing travel restrictions and parking changes beginning this weekend as students return to campus.

Tom Fountaine, State College borough manager, cautioned those driving in State College this weekend to account for traffic congestion.

“The Borough of State College welcomes students to the community, whether this is their first time here or if they’re moving back after the summer break,” Fountaine said in a news release. “Anyone traveling in State College, particularly in downtown during this weekend, is encouraged to allow for extra travel time, and please be patient.”

On Saturday and Sunday, the 100 block of Hetzel Street will be one-way from Beaver Avenue to College Avenue northbound, and will be down to one lane so students can load and unload their vehicles. Calder Way will also have similar restrictions during the weekend.

Next week, Aug. 18-20, East Calder Way between Garner Street and Heister Street will be closed. And from Aug. 18-23, Highland Alley from Pugh Street to A Alley will be closed. A Alley will be one-way from Highland Alley to East Foster Avenue.

From Aug. 20-23, one lane of West College Avenue, from Burrowes Street to Atherton Street, will be closed.

H Alley will be one-way behind the Graduate apartment building on Aug. 22 and 23.

“The public is reminded that vehicles are not permitted to stop in travel lanes to load and unload unless the lane is closed to allow for this,” the release states.

Additionally, some parking restrictions will be implemented. The “no parking 2-6 a.m.” restriction will be lifted beginning 2 a.m. Aug. 18 through 2 a.m. Aug. 25. In residential neighborhoods, the one- and two-hour restrictions will be lifted at 6 a.m. Aug. 18 until 6 a.m. Aug. 24.

Normal enforcement will return Aug. 25. Parking meters for on-street and parking lots will still be enforced from 10 a.m. until 10 p.m.

“Motorists and pedestrians are advised to use caution and expect congested traffic at times,” the release states.

Penn State’s first day of classes is Aug. 25.
