A downtown high-rise construction project will bring temporary street and lane closures to the eastern end of downtown State College next week, after developers were approved to move up the construction schedule.

Landmark Properties is constructing The Mark, a 12-story mixed-use residential and student apartment building at 444 E. Calder Way that broke ground in December 2025. Starting Monday, July 20, developers will close Sowers Street from East College Avenue to East Calder Way for three days to set up a tower crane for the project.

There also will be a daily single-lane closure on East College Avenue through July 24 under an approved PennDOT Highway Occupancy Permit, with flaggers in place while trucks back into Sowers Street.

Developers previously requested the Borough Council to close Sowers Street for the week of Aug. 11 but presented earlier dates during the July 6 council meeting, which were approved.

Although the tower crane erection is expected to take three days, the closure was approved for the full week of July 20 due to possible weather and wind impacts that could extend the procedure.

The timeline for dismantling the tower crane has not yet been finalized and will be presented to Borough Council for approval at a later date.

The project, now a large excavation site, will become a 12-story mixed-use building with three levels of underground parking, about 6,000 square feet of ground-floor retail space and roughly 8,600 square feet of second-floor retail space. The building will consist of 159 residential units ranging from studio apartments to five-bedroom units, with a total of 515 beds.

Developers previously anticipated that building to open in August 2028.
