Pedestrians at fault after being struck by vehicle, police say

Police ruled that two pedestrians were at fault after being struck by a vehicle in downtown State College.

The incident occurred at about 5 p.m. on July 16, police said, when Lidiya Knouse, 34, of Milroy, attempted to make a left turn from McAllister Street onto East Beaver Avenue in her vehicle. Witnesses reported Knouse had been looking right to make sure traffic was clear when she turned and struck Daniel Weiss, 53, of Hillsdale, N.J., and Thomas Weiss, 62, of Ardsley, N.Y.

Both Daniel Weiss and Thomas Weiss had been drinking, according to the crash report, and were not at a designated crosswalk when they attempted to cross East Beaver Avenue. Both reported injury but declined transportation to the hospital after being evaluated by EMS.

Police informed both men that they were at fault for not crossing at a crosswalk, according to the crash report.
