Former State College business owner charged with withholding 4 years of payroll taxes

The owner of a now-defunct medical billing company in State College who was accused of withholding four years worth of payroll taxes from the IRS signed a plea agreement Monday.

Keystone Medical Management Solutions owner Scott Lykens, 44, was accused of withholding taxes from his employees’ paychecks, including federal income taxes, Medicare and Social Security taxes.

Lykens made no payments to the revenue service between 2015 and 2019, according to the charge filed Tuesday in federal court. The charge did not detail how much Lykens was accused of withholding.

But the plea agreement signed by Lykens will require him to pay more than $1 million in restitution. Defense lawyer Frank Sluzis did not immediately respond to a request for comment.
