Penn State’s student care and advocacy director was charged Thursday with drunken driving for the second time in the past 16 months.

Anna V. Colby, 42, of State College, was charged by summons with two misdemeanor counts of DUI. Her blood alcohol content was 0.206%, about 2 1/2 times the legal limit, Ferguson Township police wrote in an affidavit of probable cause.

“The University is aware of these charges against the staff member and takes these matters seriously,” Penn State spokesman Wyatt DuBois wrote in a nearly verbatim statement the university shared when Colby was charged in February 2024. “As this is a personnel matter, we cannot comment further.”

Colby was stopped in mid-June because her sedan had no rear lighting in the 1200 block of North Atherton Street, a township police officer wrote.

She fumbled with her wallet while trying to retrieve her driver’s license, smelled of alcohol and had bloodshot, glassy eyes, police wrote. Colby said she left a friend’s residence and drank one beer, police wrote.

She then failed field sobriety tests, the officer said. Her blood test was completed at Mount Nittany Medical Center.

No defense lawyer was listed. Colby was also charged with a summary traffic violation. Her preliminary hearing is scheduled for Aug. 6.

Colby was placed into a one-year pretrial intervention program in April 2024 following her previous DUI charge. She was required to complete outpatient counseling, a safe driving course and an addiction awareness program. Her driver’s license was to be suspended for 60 days and she could not drink alcohol while enrolled in the program.

Colby, whose last name was previously Barone, has worked for Penn State since 2014. She was still named as the university’s student care and advocacy director as of Thursday.
