State College man gets prison for possession of child sexual abuse material

A State College man was sentenced Wednesday to eight years and a month in federal prison for possessing and distributing thousands of sexually explicit photos and videos of children.

Jeffrey Stormer, 64, was given until Sept. 11 to begin serving his sentence. U.S. District Judge Matthew W. Brann recommended Stormer serve his time at a prison in Massachusetts that specializes in long-term medical care.

Following his time in prison, Stormer will be on supervised release for a decade and must register as a sex offender. He was also ordered to pay $3,000 to each child depicted in the images.

He pleaded guilty in December to counts of possession and distribution of child pornography. Federal prosecutors said a Department of Homeland Security investigation found Stormer had shareable folders on one of his computers that were transmitted on an unspecified online platform more than 900 times.

The files included about 8,000 images and 250 videos of children posed in sexually explicit positions or engaged in sexual acts, the federal prosecutor’s office that handles criminal cases in Centre County and elsewhere said in a press release.

Assistant Federal Public Defender Gerald A. Lord unsuccessfully asked the judge to sentence Stormer to the mandatory minimum of five years in prison. He said Stormer, who has a host of chronic medical conditions, is living on borrowed time.

He has Type 1 diabetes, a disorder where the stomach muscles fail to move food properly, end-stage renal disease, retinopathy and one of his toes was amputated last month. Lord’s memo detailed at least six other chronic conditions.

“As an insulin-dependent diabetic with end-stage renal failure, Mr. Stormer’s survival depends on consistent, specialized healthcare without interruption,” Lord wrote. “It will be difficult for Mr. Stormer to receive the specialized care he requires in a (Bureau of Prisons) facility.”
