Man sentenced to prison in homicide by vehicle while DUI
A man was sentenced Tuesday to a minimum of five to 10 years in state prison for homicide by vehicle while driving under the influence, accident involving death or injury while not being properly licensed, DUI and careless driving.
Charles Frederick Oliver II, 53, of Andreas, was sentenced by Centre County President Judge Thomas King Kistler for his role in the crash on July 2, 2014, which resulted in the death of Karen Dale Moore.
According to court documents, Oliver and Moore were riding along state Route 504 in Union Township when Oliver lost control of his motorcycle. When authorities arrived on the scene they found both of the passengers dislodged from the motorcycle Oliver had been driving. Oliver was responsive and, according to court records, repeatedly asked medical personnel about Moore’s condition. Moore was unresponsive and pronounced dead on the scene.
Oliver sustained numerous injuries from the crash and was placed in an ambulance and taken to UPMC Altoona, where he underwent surgery.
When Centre County Coroner Scott Sayers arrived on the scene he checked Moore’s body for identification. After he was unable to find ID he searched her backpack. Inside, Sayers found two empty clear plastic bottles of Captain Morgan Spiced Rum.
Blood tests revealed that Oliver had a blood alcohol level of 0.150 percent and determined a level of at least a 0.191 percent when the crash occurred. Additionally, Oliver did not have a valid motorcycle driver’s license as required by the Pennsylvania Vehicle Code.
At Oliver’s sentencing, many members of Moore’s family expressed their loss.
“Homicide by vehicle is a terrible and preventable crime that sentences the victim’s family to a life sentence. Please don’t drink and drive, save a life,” said Centre County District Attorney Stacy Parks Miller.
