Only in Pennsylvania can the 18 percent Johnstown Flood tax on alcohol still be on the books decades after the needed money went to recovery.
It's now nicely padding the general fund and nobody wants to change it.
Along comes Sen. John Wozniak who is proposing that one-fifth of the 18 percent tax got to flood and disaster relief.
What a great idea? A no-brainer.
Let's hope Wozniak's measure gains approval. This may be the only chance to do anything with the flood tax.
