Here's a partial solution to the outdoor urination problem at Penn State home football games: Sell at cost thousands of hospital-type portable urinals.

With care and practice, even the females can learn to use them. When full, have one of the users dump the contents in a Porta Potty. This won't stop the urination problem, but at least it would help tremendously.
