Road construction nightmare

I’m all for good roads but the increasingly endless traffic stoppage for road projects everywhere in the vicinity of State College is damaging the quality of life in the community and often seems unnecessary. I’ve been held up recently for 10 and 15 minutes for no good reason except for poor management. In the meantime, people start beeping their horns and becoming angry because of ever-changing lane merges. It’s an avoidable disaster in this area and should be monitored and improved. Is anyone in charge of the horrible situation?
