Centre County man gets jail time, to pay $30K for seriously injuring man with car

A Centre County man was sentenced Wednesday to at least three months in jail for seriously injuring another man he hit with his vehicle in Milesburg.

Kolton R. Cain, 21, of Union Township, was sentenced to a maximum of 23 1/2 months in the Centre County Correctional Facility. He was ordered to pay nearly $30,000 in restitution and fines.

His driving privileges were suspended and he must undergo a mental health evaluation. Centre County Judge Julia Rater approved the plea agreement reached between a Centre County prosecutor and Cain’s public defender.

Owen Knisely told state police at Rockview he got out of his own car in October 2024 when he saw Cain driving a BMW sedan toward him.

He said he told Cain to “stop driving around speeding like he had been all evening,” a trooper wrote in an affidavit of probable cause. Cain responded by hitting him with his car on the 400 block of High Street, police wrote.

Knisely testified Wednesday he had a plate and seven screws inserted into his wrist. He said Cain still harasses him and is “not sorry at all.”

Cain told police at the time that Knisely was yelling while standing in front of his vehicle. He said he attempted to drive around Knisely but that he jumped onto the car, police wrote. Cain did not speak Wednesday.

He pleaded guilty in March to a felony count of accidents involving personal injury and a misdemeanor count of DUI. Five charges were dropped, including a felony count of aggravated assault by vehicle while DUI. He had no prior criminal record.

Lab results showed Cain had the compound that gives pot its high in his system at the time of the crash, police wrote. Assistant District Attorney Ian Hausner said the lead charge was dropped, in part, because of a “factual issue” he did not describe further.

Centre County Assistant Public Defender Elizabeth Vanier said there was “significant mitigation,” including that Cain has since become a father. He was led away from the courthouse in handcuffs to begin serving his sentence.
